Section 8 Waiting List is Closed.

Applications will only be accepted when the waitlist is open. Union Parish Section 8 (UPS8H) places advertisements in the local newspaper, and provides flyers to local agencies, to notify the public of the waitlist opening.

Since the demand for housing assistance often exceeds the limited resources available to HUD and the local housing agencies, long waiting periods are common. In fact, UPS8H may close its waiting list when it has more families on the list than can be assisted in the near future.

During the initial application process, UPS8H will collect household composition data, citizenship information, current income, and general information. If UPS8H determines that your family is eligible, your name will be placed on a waiting list, unless it is able to assist you immediately.

Once your name is reached on the waiting list you will be contacted to complete the full application process. UPS8H will collect the following information:

  1. Names of all persons who will be living in the unit, their sex, date of birth, and relationship to the Family Head of the household.
  2. Birth Certificate for all household members who will be living in the unit.
  3. Social Security Cards (originals) for all household members who will be living in the unit.
  4. Picture ID for all household members 18 years of age or older who will be living in the unit.
  5. Your present mailing address and telephone number.
  6. An estimate of your family's anticipated income for the next twelve months and the sources of that income.
  7. The names and addresses of employers, banks, and any other information UPS8H would need to verify your income and deductions and verify the family composition.
  8. Names and addresses of your current and previous landlords for information about your family's suitability as a tenant.
  9. Other items may be requested at your eligibility interview.

UPS8H will verify this information with other local agencies, your employer, and your bank, and will use the information to determine program eligibility and the amount of the housing assistance payment. UPS8H will contact you and issue you a housing voucher.

All selected applicants must meet all program admission requirements. NO exceptions.


Applicant Data Requirement

Household Composition (1) - age and gender information for all members of the household - to identify who will be residing in the housing, identify who income information will have to be collected from, and determine housing unit size requirements.

Social Security Numbers - with appropriate legal documentation - for all family members- regardless of age - or a certification that an SSN has not been assigned. PHAs must require applicants and program participants age six or older to disclose Social Security Numbers as a condition of admission and continued assistance.

Household Income Information - to determine household gross income for program eligibility. The family income must be computed at least annually. To be eligible for the HUD- VASH program household income cannot exceed 50 % of the area median income (AMI). The PHA is responsible for determining income eligibility for the Housing Choice Voucher Program. Income includes:

  • Earned income for all household members; this includes interest and investment income
  • Benefit income (and sources) for all household members
  • Other income: child support and other "regular" contributions and support received by the family

Information Needed to Determine Adjusted Income

  • Age/Disability Status of Household Head/Co-Head - for disabled/elderly deduction - deduction applies when the household head, co-head, spouse, or single-member is elderly (over 62) or a person with disabilities (one deduction of $400/year/household)
  • Number of Dependents (below 18 years old, full-time student, or a person with disabilities) - for dependent deduction (deduction of $480/dependent family member/year)
  • Reasonable Childcare Expenses - (if it permits the household head to be employed or pursue education) - deduction cannot exceed actual earnings
  • Medical Expenses - only for disabled or elderly households, all medical expenses including doctors, hospitals, medical insurance premiums, dental expenses, hearing aids, eyeglasses, live-in or periodic medical assistance, pharmaceutical, transportation to medical appointments, etc.
  • Disability and Medical Equipment Costs - to enable a disabled person to work (allowance cannot exceed the earned income of the family member with disabilities)
  1. HUD allows PHAs discretion in defining what constitutes a 'family'. A family can either be a single person or a group of persons. It can include: households with or without children; elderly- meaning that the head, co-head, spouse, or single-member is at least 62 years old; a disabled family which means a family whose head, co-head, spouse, or sole member is a person with disabilities including live-in aids assisting the person with disabilities; or a single person who is not elderly or disabled. Elderly and/or disabled households are eligible for income and deductions based on their status and medical or disability-related expenses.
